The Call for Papers is open for the 2026 Annual Conference of the China-Arab Network of Schools of Public Policy and Administration (CANSPPA), taking place at Fudan University in Shanghai on 22–23 November 2026.

Under the theme “Public Administration and Policy in the Age of Global Governance,” the conference will explore how public administration and policy are evolving in response to challenges that increasingly transcend national borders, including climate change, migration, digitalisation, artificial intelligence and public service delivery.

A special focus will be placed on bridging China and the Arab world, as well as the Global South and North, bringing different administrative traditions and reform experiences into dialogue on the future of global governance.

Submissions are invited for individual papers and pre-formed panels. Topics include comparative public administration and policy, international organisations and transnational networks, digitalisation and AI, capacity building, accountability, transparency, equity and inclusion, South-South cooperation, and public administration education and training.

The CANSPPA Annual Conference will take place immediately after the IIAS 2026 Conference in Seoul, from 17 to 20 November, allowing participants to attend both events during the same trip. Participants registered for both conferences will benefit from a discounted CANSPPA registration fee of USD 80.

High-quality papers presented at the conference may be considered for submission to Global Public Policy and Governance (GPPG) and the International Review of Administrative Sciences (IRAS), subject to the journals’ regular review processes.

Proposals must be submitted by 31 August 2026. Notification of acceptance is scheduled for 15 September.
