Atelier dans le cadre du Groupe de travail permanent sur l'Administration supranationale, sur le thème "Recent Developments in International Civil Service Law", organisé par Messrs. Chris de Cooker et Xavier Imbert, de l'Agence Spatiale européenne. Près de trente participants  issus de 15 organisations internationales et régionales ont participé à cet atelier.

Codes of ethics and codes of conduct. There have been developments in several organisations since the November 1999 CEDRIO conference. Several have been working on more detailed texts, such as ethics and financial disclosure.
Probably all of us are these days being faced with questions concerning changing family concepts and their impact on salaries, allowances, medical plans, pensions, (tax) status in the host country, etc. (registered partnerships, both heterosexual and same-sex). The Court of First Instance of the European Communities has rendered an interesting judgment in this respect in January 1999, the Court makes, rightly or wrongly, reference to the Grant case and to recent changes in the Staff Regulations.
Disputes on medical issues. There are increasing difficulties with procedures, such as invalidity procedures and the (lack of) co-operation of the medical corps in this respect. For those organisations having their own medical plans all decisions including those based on medical advise or decisions are administrative decisions which are subject to judicial control within the organisation.
The relationship between management and subordinates.
Rethinking categories of staff and permanent staff versus contract staff/industrial manpower. There is some new interesting jurisprudence.
The changing international civil service. New management concepts are being introduced in international administration. The most recent example is the white-paper published by the Commission of the European Union
