Conference of the European Group for Public Administration (EGPA)

7-10 September 20011, Bucharest, Romania

We (Paul Joyce and Robert Fouchet)  are inviting papers on the following themes:

A.      Strategic Leadership – including the characteristics of strategic leaders in the public services, the role of strategic leadership in public services reform, and the challenges and difficulties of being a strategic leader

B.      Strategic thinking in public services – including case studies of its development in practice, techniques for strategic analysis, choice and implementation, the application of strategic issue management to the public services

C.      Strategic planning and management – including its nature, structures, and implementation

D.      The political dimension of strategic management in the public services – including the role of elected politicians in the creation and delivery of strategic plans by government departments, the impact of political variables on strategic management in public services, civil servants and politicians developing strategic ideas and plans together

E.       The public dimension – including the empowerment of the public as a result of strategic management in government, consulting the public on strategic plans, ensuring strategic management makes a difference for the public

F.       Evaluation research and action research in strategic management in the public services  

This is the third year of the work of the Study Group and we will be editing a published book comprising the best papers.

The papers that were presented in 2009 and 2010 were important and so was the dialogue that they triggered at the Conferences. We hope to see this spirit of dialogue and investigation flourish at this year’s Conference in Bucharest, through comparison and exploration of concepts, research and conclusions from key people working in the field of strategic management in government and in public services.

Please submit a short proposal (maximum of 2 pages) with the following headings:

    1. The title of the paper
    2. Names of authors, names of universities or organisations, and contact details(addresses, emails, phone numbers etc.)
    3. Key themes, arguments and conclusions of your paper
    4. Summary of any empirical evidence to be presented
    5. Research design and methods used
