Biography of the 2010-2013 President: Prof. Dr. Pan Suk Kim

Pan Suk Kim, President of IIAS, is a South Korean citizen, who holds a Ph.D., master, and bachelor degree in public administration. He is currently Director of the Institute for Poverty Alleviation and International Development (IPAID) at Yonsei University as well as full Professor of Public Administration in the College of Government and Business at Yonsei University in South Korea.

After completing his Ph.D. degree in public administration at the American University in Washington, DC, he was an assistant professor at Old Dominion University in Virginia and Austin Peay State University in Tennessee, USA. He was also a Fulbright visiting scholar in the Department of Government at Georgetown University. He served on the Executive Committee of IIAS, the Board of Management of IASIA, the National Council of ASPA, and several others.

He has broad experience as an expert in governmental affairs. He had been Secretary to the President for Personnel Policy in the Office of the President of the Republic of Korea. He had also served as a member of the Administrative Reform Committee (ARC) and a working member of the Presidential Commission on Government Innovation (PCGI) in the Korean central government.

He was a Deputy Editor of the International Review of Administrative Sciences (IRAS), the Editor-in-Chief of the Korean Policy Studies Review, the Editor-in-Chief of the International Review of Public Administration, and an editorial board member of several major international scholarly journals.

He received several awards including the International Public Administration Award from the American Society for Public Administration (ASPA) in 2009, the Pierre De Celles Award from the International Association of Schools and Institutes of Administration (IASIA) in 2008, and the Senator Peter Boorsma Award from the Southeastern Conference for Public Administration (SECoPA) in 2005.

He published several books and his articles were widely published in many international journals. He is currently a Vice Chairperson of the United Nations Committee of Experts on Public Administration (UN/CEPA).
