The IIAS is pleased to present a new issue of Publi-Flash of such diversity and of such quality. Addressing topics as diverse as national immigration policies, governance of public sector organisations or the future of administrative sciences, these publications demonstrate the vitality of an Institute born eighty years ago and which shows, for all the scientific activities it is undertaking, the place it holds in both public action and its study.

The announcement by this Publi-Flash of the forthcoming publication of the Proceedings of the IIAS International Congress held in Bali last July is another source of satisfaction for the Institute. To give as accurate a picture as possible of the interest and scope of the enormous mass of information and thought that the reports presented during its Congress constitute, the Institute decided, in a 180 degrees turn from solutions adopted in recent years, to return to a full publication of all these texts.

The Bali proceedings, whose summary can be found in this issue, will be available to all from February 2011. I
have no doubt that these Proceedings will be favourably received by all those who, in particular, would find in the area that has been the subject of work of this Congress, an international and comparative overview as complete as possible of doctrinal research directions and public policy in this field.

The Institute is also glad to announce in this Publi-Flash its project to develop and organise from the year 2011 a competition for the delivery of an IIAS thesis prize to reward an original research on Administration, presented and argued, in French or English, within the university of one of the members of IIAS. The Rules will soon be published by the Institute and will be advertised by all appropriate means.

I hope to have given you through this brief editorial an overview of the Institute’s publications activities, finally allow me to thank very warmly the authors who have brought to the work presented here, all their science and
all their talent.
