Further to regular contacts which took place among the Director General Giancarlo Vilella, Chris De Cooker and Alain Plantey, notably with regard to the preparation of a meeting on the theme of " Codes of Conduct ", the Permanent Working Group took up its activities once again and called for a meeting to be held in Paris (France) on 17 May 2000 and in Naples (Italy) on 22-23 March 2001.
 
Also, a Panel on the same theme, chaired by Chris De Cooker, took place during the Regional International Conference of Bologna. 

Naples (Italy), 22-23 March 2001   

  • The International Institute of Administrative Sciences (IIAS) is hosting a seminar of its Working Group on International Administration, organised by Chris de Cooker and Xavier Imbert. The seminar will be chaired by the former. It will be held on 22-23 March 2001 in Naples at the offices of FORMEZ (Centro di Formazione e Studi).  
  • The seminar will have as a working title "codes of conduct and internal justice in international organisations". It will study ethics, codes of conduct, accountability and internal justice. An analysis will, first of all, be made of the progress made in the introduction of general codes of conduct in the various participating organisations. Particular attention will then be paid to specific measures taken, and policies followed, in such areas as harassment, procurement, etc. The seminar will further study the necessary interactions between the concepts of ethics, due process and internal justice in fraud and other cases. In this context also the role of (and codes of conduct for) ethics officers, ombudspersons and mediators will be covered. The seminar will benefit from the experience of experts in the private sector and the (national) public sector. The seminar is therefore a follow-up to the 1997 IIAS Conference held in Brussels, the 1999 CEDRIO Conference held at the World Bank's Headquarters in Washington, and the 2000 IIAS Conference in Bologna. Lastly, the seminar will, in line with the meeting held in Paris in May 2000, study the most recent events in the international civil service law.
