The first meeting of the new Group took place in Warsaw on 16-17 May 2006 at the Office of the Civil Service. The main objective of this first meeting was to discuss the framework of the research project and the concepts of Security and Governance. David Brown presented his brief on the main theme and Jacek Czaputowicz provided the participants with theoretic remarks.
It was agreed to focus upon (provisional title) Towards a Secure State: Directions, Threats and Choices.
