The Programme and Research Advisory Committee (PRAC) has included security in its list of major governance themes. The Project Group on Security and Safety has been asked to address this sub-theme, looking in particular at the issues of crisis and contingency management. The Project Group is chaired by Dr. Jacek Czaputowicz of the University of Warsaw, and Dr. David Brown of the University of Ottawa is the rapporteur. For detailed objectives of the Project Group and an initial overview of the field, refer to the following Concept Note 
The Project Group on Security and Safety is working towards a comparative public administration publication on the subject of emergency planning and crisis response. It is aiming to have the complete text ready in 2013.
The project group is inviting papers for consideration, building on the following
generic table of contents.

Submitted papers should fall under one of four categories:

National institutional capacity case studies: crisis and contingency management
-
Crisis case studies: natural and human-made disasters
-
Influence of the international environment and the role of international organizations
-
individual cross-cutting facets of crisis management such as risk analysis, contingency planning, crisis decision-making and crisis communications
Guidance note 
The project group held meetings during the IIAS annual Congress in Lausanne in July 2011 and in Merida in June 2012. It looks forward to presenting its ongoing work at the Joint Congress of the IIAS-IASIA in Manama, Bahrain (1-6 June 2013). Interested individuals are invited to attend the Manama meeting and to contribute papers for discussion and for inclusion in the publication.
