In Ankara in July 2008 the Programme and Research Advisory Committee approved the final list of major governance themes as proposed by Professor Akira Nakamura, adding one additional theme on security. It was decided that the Project Group on Security would be reactivated and merged with the Saint Marin Group.
The Chairperson of the Security Group, Mr Jacek Czaputovicz, as also its Rapporteur, Mr David Brown, were enthusiastic about this development. However, finding members for the Group is proving to be long and difficult. We hope to be able to organise a meeting in 2010.
The project group will develop different angles:
A. Growing incidences of major disasters and man made accidents – How to deal with national disasters from PA point of view.
B. Lack of governmental reaction (preparedness and responsiveness) – financial support
C. Weak leadership in crisis situation
D. Crisis management – coordination between the different levels of government
E. International coordination – Horizontal and vertical coordination
F. To create a network for managing crisis.
IIAS could review the state of the art on a selective and comparative basis: development of a cross-national networks or warning systems. It could encourage regional public administration networks to analyse recent crisis management experiences.
