In September 2009, the IRAS (International Review of Administrative Sciences) published a Special Symposium on Public Service Quality: between everything and nothing? Edited by Christopher Pollitt, it consists of three papers looking at the North American (Holzer, Charbonneau and Kim), European (Bovaird and Löffler) and Asian (Kim) scenes, plus a more specifc focus on one of the most intensively reformed and measured systems- UK local government (Radnor). Each of these papers - in different ways and to different degrees - wrestles with the problems of wide or narrow definitions of quality (too wide and quality can mean anything; too narrow and it becomes merely technical); the challenges of operationalising such a plastic concept, the effects of changing political and managerial fashions and the difficulties of sustaining and diffusing good practice..
• ANNUAL PRIZE FOR BEST IRAS ARTICLE
From 2009 a Sage prize will be awarded to the published article that the IRAS Editorial Committee considers the best of that calendar year. Thus the first (2009) prize will be judged and awarded in 2010. The winner will be presented with a certificate and a small monetary prize..
• THE NEW CHINESE EDITION Publish in IRAS and receive unprecedented international reach. IRAS is delighted to announce a new collaboration with the Chinese Academy of Personnel Science for a Chinese translated edition of the journal. We are pleased to announce the new Chairperson of the IIAS Finance Committee: Professor Dieter Schimanke. He was elected during the statutory meetings held in Helsinki in July 2009. A former Secretary of State, he is currently working as an expert and coordinator for a Germano-Ukrainian project on public administration reform in the Ukraine. He is also Vice-President of the IIAS German National Section. During the last Council of Administration, the members also approved the 2008 annual accounts and the 2009-2010 budgets.
The 2008 financial year closed with a profit of more than 20,000 €. New provisions set up for future projects amounted to approximately 80,000 €. The three conferences were successful both qualitatively and quantitatively. Each local organising committee was allocated its respective share.
Thanks to the implementation of an analytical accounting system, we will be able to provide you with the exact analytical results of each event. A preliminary draft of a financial guide was drawn up and presented to the members of the Finance Committee by Roxane Debus, Finance and Marketing Director. It should be fully integrated into the reform process of the Statutes, planned for 2010.. |

The IIAS and the world of social networking: we have chosen LinkedIn as a first initiative. This is an online service that makes it possible to construct our own professional network and facilitate dialogue among professionals. The IIAS now has its own group that brings together several persons in relation to a subject or interest. Since our last Newsletter, we have had two trainees in succession at IIAS: Ms. Alexandra Bruder, a post-graduate student at the University of Reims Champagne-Ardenne (France) and Ms. Marta Russo, a post-graduate student in her last year of the Master’s programme at the Faculty of Law in Pavia (Italy), who will be with us until 10 December.
