Photo Geert BouckaertThe IIAS is pleased to announce that Prof. Dr. Geert Bouckaert was elected as its new President.

On 2nd June, the IIAS General Assembly held during the 2013 Joint Congress of IIAS-IASIA unanimously elected as President of IIAS Prof Dr Geert Bouckaert from the Public Management Institute of KU Leuven (Belgium).

He took his functions at the end of the Congress and is elected for a three year mandate.

The IIAS Welcomes Three New Interns

The IIAS has just included three new interns in its team. Hailing from diverse backgrounds, we invited them to present themselves.

berlitz[1]My name is Berlitz Loriston ; I am a Canadian of Haitian origin.

Currently, I am doing my internship at the International Institute of Administrative Sciences, in Brussels, for a period of 16 weeks.

I am in final year of my Masters in Public Administration with a concentration in international administration. In 2007, I got my bachelor’s degree in psychology and a major in criminology from the University of Ottawa. In 2011, I finished my second cycle program as analysts at National School of Public Administration.

In May 2010, I completed a 6 month internship in Mali with the Centre for the Study of International Cooperation (CECI). During this period, I had to plan and carry out several outreach projects in the field of health, consultation, recruitment and research grants.

Subsequently, in June 2012, I completed a 6 month contract as a consultant in entrepreneurship in Haiti. During this term I had the task of promoting entrepreneurship in order to expand the class of entrepreneurs, including conferences and training courses. I had to encourage the research effort in the industrial sector in order to enhance the dynamism and competitiveness. I had to setup a service host to proponents in their choice of investments in the preparation and presentation of their case with the institutions concerned and finally coordinate promotion activities at the diplomatic missions Haiti.

I can speak French, English and Creole. I developed a passion for economics and entrepreneurship. My hobbies are basketball, Reading and riding motorcycles.

Manna[1]y name is Anna Kulakovskaya, I’m of Russian origin.

At present time, I am a student of the University of Reims Champagne-Ardenne, Master 2 in European Integration and European Neighborhood Policy and I am doing my end – of- studies internship at the International Institute of Administrative Sciences.

In 2010 after my studies at the University of Orel (Russia) I completed a 2 month internship at the accounting department, of distribution of federal property, at the regional administration of Orel (Russia).

In September 2011 in the frame of cooperation between the Region Champagne-Ardenne (France) and the Orel Region (Russia) I completed a two month internship at the Direction of Departmental Solidarity of the General Council of Marne. In 2012 I finished my studies as a specialist of the region of Western Europe.

I can speak Russian, French and English. I’m interested in photography, history, travelling and politics.

kastriot[1]My name is Kastriot Gjoni ; I am a French of Kosovian origin.

Currently, I am doing my internship at the International Institute of Administrative Sciences in Brussels, for a period of two and half months.

At present, I am in final year of my Master’s degree of political science, European studies, specialized in European integration and European Neighborhood policy at the Champagne Ardenne Reims University.

In 2005, I got my A levels majoring in economics in the Gaston Bachelard high school in Bar sur Aube, France.

In 2010, I got my Bachelor of Arts, majoring in English studies at Troyes University Center.

In 2012, I got my Master’s degree of Geopolitics, specialized in European and International relations at Champagne Ardenne Reims University.

Subsequently, I performed an internship during four months in the Ministry of European Integration in Kosovo, in the Department for strategy and coordination. I was associated to the preparation and coordination of all meetings of different coordination structures, including of EU-Kosovo bodies. But also in the Coordination of the network of Units for European integration ministries and other bodies of the state administration, to support to the bodies of the Government, whose scope is in the area of integration of Kosovo in EU. I took part to the Sectorial meetings of the monitoring mechanism of the stabilization and association agreement, in order to help the coordination and the assistance which were given to the different departments which have to answer to the study on the feasibility of the Stabilization and Association agreement ..)

Apart from my university course, I am working as an Educational assistant in a secondary school for four years in Saint Remi high School in Reims.

Finally, I am an elected town councilor at the Bar sur Aube town hall for eight years.

I speak fluently French, Albanian, English and Serbo-Croatian, I have notions of German. My hobbies are associative / volunteer engagement in order to serve the city (Volunteer for the Catholic Committee against the Hunger and for the Development, Member of the Foundation for the Memory of the Deportation, member of European Movement of France.


On the 22nd May 2013, the International Institute of Administrative Sciences and the Academy of Public Administration under the President of Kazakhstan signed a Memorandum of Understanding.

The objective of the MOU was to provide a framework within which the parties can develop and undertake collaborative activities and projects; and to facilitate the exchange the experiences to improve the organization and operation of public administration.

The MoU was signed in Astana, Kazakhstan within the auspices of VI Astana Economic Forum, supported by the President of the Republic of Kazakhstan. The Director General of the IIAS was invited to present a speech in the panel dealing with: Modernizing public service: improving the efficiency for sustainable development.

The Director General gave an overview of ‘IIAS Perspectives on the Main Trends and Critical Governance Issues in the Public Sector: Leadership and Professionalism; Innovation in the public sector; Coordination in the Public sector; Co-production of public services’ in the morning session. In the afternoon he moderated a session on the Knowledge management in civil service.

The Director General of the Institute has participated in the high level meetings during his trip to Kazakhstan to further promote the collaborative partnership between IIAS and Kazakhstan. He had a working breakfast meeting with the Minister of Transport and communication of Kazakhstan, Mr. Askar Jumagaliev and a bilateral meeting with the Rector of the Academy of the Public Administration.

The IIAS is proud to inform that Fabio Rugge was elected Rector of the University of Pavia, Italy.

Prof. Rugge is the first rector of the University of Pavia coming from the humanities in nearly 70 years.

An active member of the Institute for many years, he is, among other, the Rapporteur of the IIAS Project group on “The history of public administration.” The IIAS is conveying its warmest congratulations and wishes of future success in his important function.



Des délégués de l’IISA ont participé à la 12ème session du Comité d’experts en administration publique de l’ONU, (UNCEPA) au siège des Nations Unies à New York du 15 au 19 avril 2013, ciblant les moyens les plus efficaces pour mettre en œuvre la bonne gouvernance et le service public, les experts étant chargés de démêler le rôle d’une gouvernance publique réceptive et responsable dans la réalisation des Objectifs du Millénaire pour le développement et de l’agenda de développement post-2015.

IIAS delegates have participated in the 12th session of the UN Committee of Experts on Public Administration (UNCEPA) at the United Nations in New York from April 15 to 19, 2013, honing in on the most effective ways to implement good governance and public service for the people – as experts unraveled the role of responsive and accountable public governance in achieving the Millennium Development Goals and the post-2015 development agenda.

IIAS President Pan Suk Kim has been a member of the UNCEPA and a Vice Chair of the committee. He has received a Certificate of Recognition from the UN Under-Secretary General Wu Hongbo on April 18, 2013.

IIAS Director-General Mr. Rolet Loretan and Ms. Munira Aminova (IIAS Development Officer) attended the meeting as observes and discussed with the DPADM staff for further collaboration between IIAS and UN-DPADM. In addition, Mr. Jose Castelazo (IIAS Council of Administration member and the President of the Mexican INAP) accompanying with Ms. Gloria Enríquez Marín  (International cooperation officer of the Mexican INAP) also joined the meeting as observers.

Recently, the UN NGO Office informed that IIAS will be re-classified from the special consultative status to the general consultative status (the highest NGO status) within the UN-ECOSOC framework.
